Halloween Assembly Questions

Student Council has been receiving different questions about the new setup for the Costume Contest for the Halloween Assembly. Just to verify, students will still be able to do skits/small performances this year, but it is only going to be optional so more students will feel more comfortable to participate. We're currently discussing if we should have separate winners solely based on costumes, and then separate winners based on performance. Any questions or comments?
